1. Tarehe10 Desemba, 2019, Burundi itajiungana na nchi zingine za dunia katika maadhimisho ya kumbukumbu ya miaka 71 ya Tamko juu ya Haki za Binadamu Ulimwenguni kote ili kusisitiza tena jinsi nchi hizo zilijitolea kwa lengo ya kukuza na kulinda haki za binadamu.

2. Tamko hili ambalo ni msingi wa uhuru, haki na amani ulimwenguni, ilipitishwa tarehe 10 Desemba 1948 na azimio 217(III) A la Mkutano Mkuu wa  wa Umoja wa Mataifa baada ya Vita kuu ya pili. Siku hiyo ni tena kufunga shuguli za kampeni ya Siku 16 ya uharakati dhidi ya unyanyasaji dhidi ya wanawake na wasichana, toleo la 2019.

3. Burundi inaadhimisha siku hii wakati kunalipolia amani na usalama katika mikoa yote ya nchi ya Burundi. Mada ya mwaka huu ni
« VIJANA, AMKENI NA MPIGANIE HAKI ZA BINADAMU KWA KUFANYA KAZI ZA MAENDELEO YA NCHI »

4. Mada hii ilichaguliwa kwa kuzingatia maadhimisho ya miaka 30 ya kuwepo Mkataba wa Kimataifa wa Haki za Mtoto, na ikajulikana kuwa zaidi  ya nusu ya idadi ya watu duniani ni vijana.

5. Hapa kwetu, Sherehe za siku kuu hiyo zitafanyika Ijuma Disemba 13, 2019, katika mji mkuu wa tarafa ya  MUGAMBA Mkoani BURURI.

6. Tunatoa mwaliko kwa wananchi wote wa Burundi na wageni pia, hususani wenyeji wa Tarafa ya Mugamba, kushiriki kwa wingi katika sherehe za maadhimisho ya Siku kuu hiyo.

7. Kwa warundi wote, tunawatakieni siku kuu njema, amani, ulinzi na heshima ya haki kwa kila mwanadamu.

STATEMENT BY THE MINISTER OF HUMAN RIGHTS, SOCIAL AFFAIRS AND GENDER AT THE CELEBRATION OF THE 71ST ANNIVERSARY OF THE UNIVERSAL DECLARATION OF HUMAN RIGHTS

1.   On 10 December 2019, Burundi will join other countries of the world to commemorate the 71st anniversary of the Universal Declaration of Human Rights in order to reiterate once again its commitment to the promotion and protection of human rights.

2.   This day, which is the foundation of freedom, justice and peace in the world, was adopted on December 10, 1948, by the 217 (III) A resolution of the General Assembly of the United Nations after the 2nd world War. It coincides with the closing of the 16 Days of Activism campaign against violence against women and girls, 2019 edition.

3.   Burundi celebrates this day while there is enough peace and security in each province of the country. The theme for this year is «YOUTH, RAISE YOURSELF AND MILITATE FOR HUMAN RIGHTS BY WORKING».

4.   This theme was chosen after the celebration of the 30th anniversary of the International Convention on the Rights of the Child where it was found that more than a half of the population in the world is young.

5.   In our country, the official ceremonies of this Day will be held on Friday December 13, 2019, in the capital of MUGAMBA Commune, in BURURI Province.

6.   We invite all Burundian population, particularly those from Mugamba commune, to participate massively in the activities which will mark the celebration of that Day.

7.   Long live Burundi with the promotion, protection and respect of human rights.

DECLARATION DU MINISTRE DES DROITS DE LA PERSONNE HUMAINE, DES AFFAIRES SOCIALE ET DU GENRE A L’OCCASION DE LA CELEBRATION DU 71EME ANNIVERSAIRE DE LA DECLARATION UNIVERSELLE DES DROITS DE L’HOMME

  1. Le 10 décembre 2019, le Burundi se joindra aux autre pays du monde pour commémorer le 71ème anniversaire de la Déclaration Universelle des Droits de l’Homme afin de  réitérer une fois de plus son engagement à la promotion  et la protection  des Droits de l’Homme.

  1. Cette journée qui est le fondement de la liberté, de la justice et de la Paix dans le monde, a été adoptée le 10 decembre en 1948 par la résolution 217 (III) A de l’Assemblee Générale des Nations Unies après la 2ème guerre mondiale. Elle coïncide avec la clôture de la campagne des 16 jours d’activisme contre les violences faites aux femmes et aux filles, édition 2019.

 

  1. Le Burundi célèbre cette journée au moment où la paix et la sécurité règne dans tout le pays. Le thème retenu pour cette année est : « JEUNES, LEVEZ –VOUS ET MILITEZ POUR LES DROITS DE L’HOMME »

 

  1. Ce thème a été choisi suite à la célébration du 30ème anniversaire de la Convention Internationale relatif aux droits de l’Enfant où on a constaté que plus de la moitié de la population mondiale est jeune.

 

  1. Dans notre pays, les cérémonies officielles de cette Journée auront lieu le vendredi 13 décembre 2019, au chef-lieu de la Commune  Mugamba, en Province Bururi.

 

  1. Nous invitons toute la population burundaise plus particulièrement celle de la commune Mugamba à participer massivement aux activités marquant la célébration de cette Journée.

KAULI YA WAZIRI WA HAKI ZA BINADAMU, USTAWI WA JAMII NA JINSIA KUHUSU MAADHIMISHO YA KUSHEREHEKEA SIKU YA KIMATAIFA YA WATU WENYE ULEMAVU, 2019

1.     Mnamo Desemba tarehe 3 ya kila mwaka, dunia nzima inadhimisha Siku ya Kimataifa ya Watu Walemavu.

2.     Ili Kukuza na kulinda haki za watu wenye ulemavu, hatua kadhaa zilifanywa na Serikali ya Jamhuri ya Burundi kupitia Wizara ya Haki za Binadamu, Ustawi wa Jamii na Jinsia. Hii ni pamoja na ukarabati na ukarabati wa mwili, utoaji wa vifaa vya uhamaji, mafunzo katika taaluma mbalimbali na utoaji wa vifaa vinavyitajika katika jumuia, msaada mbalia mbali hasa wa shughuli za kujipatia kipato kwa vituo na vyama vya walemavu, uwepo wa shule za majaribio katika muktadha wa elimu-jumuishi, n.k.

3.     Mnamo Machi 26, 2014, Serikali ya Jamhuri ya Burundi, ilitangaza Mkataba wa Kimataifa wa Haki za Watu wenye Ulemavu na tarehe 10 Januari 2018, ilitangaza rasmi Sheria kuhusu Uendelezaji na Ulinzi wa Haki za watu wenye Ulemavu. Tarehe 19 Juni 2019, Sera ya Kitaifa ya kulinda Haki za watu wenye Ulemavu na Mpango wake wa utekerezaji wa mwaka wa 2020-2024 vilipitishwa na Baraza la Mawaziri.

4.     Hata ingawa hatua nyingi tayari zimechukuliwa kwa niaba ya watu wenye ulemavu, kuna vitu vingi bado vinatakiwa kutenda tuzingatia mahitaji makubwa ya jamii hii ya watu walio katika mazingira hatarishi. Hii ndio sababu, pamoja na siku ya mshikamano wa ndani iliyozinduliwa mwaka jana wa 2018, wadau wote katika kitengo hiki wamealikwa kutekeleza sera hii ya kitaifa na mpango wake wa utekelezaji.

5. Maadhimisho ya siku kuu hii yatafanyika Jumanne, tarehe 3 Desemba 2019 katika uwanja wa mpila Ingoma mkoani Gitega, mji mkuu wa kisiasa wa Burundi, kwa maada ifuatayo: « Kukuza ushiriki wa kijamii kwa watu wenye ulemavu kulingana na uwezo wao: ni hatua mojo kwa wakati »

6.     Tunatoa wito wa mwaaliko kwa wakazi wote wa Burundi, haswa wakazi Mkoa wa Gitega na maeneo ya karibu kushiriki kwa wingi katika sherehe hizi.

7.     Kwa watu wote wenye ulemavu, tunawaambia, Siku kuu nyema! Mungu awubariki, asanteni saana!!

STATEMENT BY THE MINISTER OF HUMAN RIGHTS, SOCIAL AFFAIRS AND GENDER ON THE OCCASION OF THE CELEBRATION OF THE INTERNATIONAL DAY OF PERSONS WITH DISABILITIES, 2019 EDITION

  1. On December 3rd of each year, the whole world celebrates the International Day for persons with disabilities.

  1. In order to promote and protect the rights of persons with disabilities, several actions are carried out by the Government of the Republic of Burundi through the Ministry of Human Rights, Social Affairs and Gender. These include rehabilitation and physical rehabilitation, the provision of mobility equipment, training in various crafts and the granting of the reintegration kit, support for income-generating activities to centers and associations for persons with disabilities, the existence of pilot schools in the context of inclusive education, etc.

3.     On March 26, 2014, the Government of the Republic of Burundi ratified the International Convention on the Rights of Persons with Disabilities and on January 10, 2018, the Law on Promotion and Protection of the Rights of Persons with Disabilities was promulgated. The National Policy on the rights of persons with disabilities and its action plan 2020-2024 was adopted by the Ministers’ Council held on June19, 2019.

4.     Even though so much action has already been taken in order to overcome problems facing by the  people with disabilities, but we still have long way to go considering the vast needs of this category of vulnerable people. This is why, in addition to the local solidarity day launched in 2018, all stakeholders in this area are invited to implement this National Policy with its action plan.

5.     The solemn celebration is scheduled for Tuesday, 03 December 2019 at the Ingoma Stadium of Gitega, the political capital of Burundi, under the theme: « Promoting social participation of the people with disabilities and their power to act: one step at a time »

6.     We invite the entire population of Burundi, especially those from Gitega province and its surrounding area, to participate massively in these ceremonies.

DECLARATION DE SON EXCELLENCE MONSIEUR LE MINISTRE DES DROITS DE LA PERSONNE HUMAINE, DES AFFAIRES SOCIALES ET DU GENRE A L’OCCASION DE LA CELEBRATION DE LA JOURNÉE INTERNATIONALE DES PERSONNES HANDICAPÉES, EDITION 2019

  1. Le 03 Décembre de chaque année, le monde entier célèbre la Journée Internationale dédiée aux Personnes Handicapées.

  1. Pour promouvoir et protéger les droits des personnes handicapées, plusieurs actions sont menées par le Gouvernement de la République du Burundi à travers le Ministère des Droits de la Personne Humaine, des Affaires Sociales et du Genre. Il s’agit notamment de la rééducation et réadaptation physique, l’octroi de matériel de mobilité, la formation en métiers divers et octroi du kit de réinsertion, l’appui en activités génératrices de revenu aux centres et associations pour personnes handicapées, l’existence des écoles pilote dans le cadre de l’éducation inclusive, etc.

 

  1. En date du 26 mars 2014, le Gouvernement de la République du Burundi a ratifié la Convention Internationale sur les Droits des Personnes Handicapées et promulguée la loi portant promotion et protection des droits des personnes handicapées en date du 10 janvier 2018.  La Politique Nationale sur les droits des personnes handicapées et de son plan d’actions 2020-2024 a été adoptée par le Conseil des Ministres tenu en date du 19 juin 2019.

 

  1. Même si tant d’actions ont été déjà menées en faveur des personnes handicapées, un long chemin reste à parcourir vu l’immensité des besoins de cette catégorie de vulnérables. C’est pourquoi, en plus de la journée de solidarité locale lancée en 2018, tous les intervenants en la matière sont invités à mettre en œuvre cette Politique Nationale  avec son plan d’actions.

 

  1. La célébration solennelle est prévue pour le mardi, 03 décembre 2019 au stade Ingoma de Gitega, la capitale politique du Burundi, sous le thème : « Favoriser la participation sociale des personnes handicapées et leur pouvoir d’agir : un geste à la fois»

 

  1. Nous invitons toute la population burundaise particulièrement celle de la province Gitega à participer massivement à ces cérémonies.

 

  1. A toutes les personnes handicapées, nous leur disons, très bonne fête !! Que Dieu vous bénisse, je vous remercie !!

1.       Mnamo Novemba 25 ya kila mwaka, Burundi inajiunga na nchi zingine za ulimwengu katika kuzindua rasmi Kampeni ya Siku 16 ya uharakati dhidi ya ukatili kwa wanawake na wasichana. Kipindi hiki kinaanza Novemba 25 na kuisha Disemba 10.

2.       Kampeni hii ni fursa ya kukumbuka wanawake na wasichana waathirika kutokana na unyanyasaji mbali mbali. Ni wakati wa kujitathmini kwa wadau wa sekta ya kupambana na unyanyasaji wa kijinsia ili waweze kuendeleza mafanikio na kupitisha mikakati bora ya kushinda unyanyasaji wa kijinsia, vizuizi na changamoto zinazoendelea.

3.       Mada ya kitaifa  mwaka huu ni Acha  Burundi iangaze: sisi sote tumalize ukatili dhidi ya wanawake na wasichana. « 

4.       Maada hii ilichaguliwa ili kupeana dhamiri ya kila mtu kuhusika zaidi katika vita dhidi ya jambo hili ambalo linadhoofisha ubinadamu wote, na linaitaji kazi ya ushirikiano wa washirika tofauti kujenga Burundi ambayo inang’aa.

5.       Siku hii inafika wakati Serikali ya Burundi inaendelea kuimarisha hatua zake katika mapambano dhidi ya ukatili kwa wanawake na wasichana kupitia shughuli za kukuza uwezeshaji binafsi na kinga bora dhidi ya janga hilo.

6.       Wakati wa Kampeni hii, shughuli kadhaa zitaandaliwa nchini kote wakizungumzia maada hiyo; haswa, usambazaji wa sheria maalum ya Kuzuia, ya ulinzi wa wahasiriwa na kutokomeza Ukatili wa Kijinsia kwa viongozi tofauti katika ngazi zote.

7.       Katika ngazi ya kitaifa, uzinduzi rasmi wa Kampeni ya Siku 16 ya uharakati dhidi ya Ukatili dhidi ya Wanawake, toleo la 2019, itafanyika Jumatatu Novemba 25, 2019 tarafani BUGENYUZI katika mkoa wa KARUSI.

8.       Kwa niaba ya selikari tunatoa wito kwa Burundi wote, haswa wenyeji wa tarafa ya Bugenyuzi, kuja kwa wingi katika sherehe za kuzindua rasmi  Kampeni hii na kushiriki katika shughuli ambazo zitaandaliwa wakati wa kipindi hiki.

9.       Kwa warundi wote, tunawatakia maisha mema, bila ukatili  dhidi ya wanawake na wasichana!10.  Asanteni sana! Mungu awabariki!

1. On November 25 of each year, Burundi joins other countries of the world in officially launching the Campaign of 16 Days of Activism against violence against women and girls. This period starts on November 25 and ends on December 10.

2. This campaign is an opportunity to remember women and girls victims of gender-based violence. It is also and an opportunity of the self-assessment for gender-based violence sector actors in order to sustain gains and adopt the best strategies for overcoming gender-based violences, persistent constraints and challenges.

3. The national theme chosen for this year is « Let Burundi shine : together to put an end to violence against women and girls. »

4. It was chosen to challenge the conscience of everyone to become more involved in the fight against this phenomenon that undermines all humanity, and calls for a synergistic work of different partners to build a Burundi that shines.

5. This day arrives while the Government of Burundi has strengthened its interventions in fighting against violence against women through the promotion of its empowerment, effective prevention against this scourge.

6. During this Campaign, several activities will be organized around the theme across the country; in particular, the dissemination of the specific law on Prevention, Protection of Victims and the Suppression of Gender-Based Violence for different leaders from all levels.

7. At the national level, the official launch of the 16 Days of Activism Campaign against Violence against Women, 2019 edition, will take place on 25 November 2019 at the capital city of BUGENYUZI commune, in KARUSI province.

8. We invite the entire Burundian population, especially those from BUGENYUZI commune, to respond massively to the ceremonies of launching this Campaign and to the activities that will be organized during this period.
